What Is an ECA for Canada Immigration?

Planning to apply for Canadian Permanent Residence (PR) from India? Before creating your Express Entry profile, you may need to complete an important step called an Educational Credential Assessment (ECA).

An ECA for Canada immigration is an official assessment that checks whether your foreign educational qualification is genuine and how it compares with the Canadian education system. It is particularly important for Indian applicants who completed their bachelor's degree, master's degree, diploma or other qualifications outside Canada.

An ECA can help you claim education points under Canada's Express Entry system and may be required to establish eligibility for certain immigration programmes.

However, obtaining an ECA does not automatically guarantee Canadian PR, admission to a Canadian university or a professional licence. Understanding the process before applying can help you avoid documentation errors, unnecessary expenses and delays.

1. What Is an Educational Credential Assessment (ECA)?

An Educational Credential Assessment is a report issued by an organisation or professional body designated by Immigration, Refugees and Citizenship Canada (IRCC).

The report evaluates your foreign educational qualification and identifies its Canadian equivalency.

For example, if you completed a bachelor's degree in India, the assessment may determine whether it is equivalent to a Canadian bachelor's degree, a different level of qualification or another recognised educational credential.

The ECA report generally confirms:

  • Whether your educational qualification is authentic.

  • The Canadian equivalent of your foreign qualification.

  • The level of education recognised for immigration purposes.

  • Whether your qualification can be considered for applicable immigration points.

For Indian applicants, this process is useful because educational qualifications from India are not automatically assigned Canadian equivalency for immigration points.

2. Why Is an ECA Important for Canada Immigration?

An ECA can play an important role in your Canadian immigration application, particularly if you are applying through Express Entry.

It serves several purposes.

1. Helps establish eligibility

Applicants applying as the principal applicant under the Federal Skilled Worker Program generally need an ECA for their foreign education, unless they have an eligible Canadian educational credential.

2. Helps claim CRS points

An ECA allows eligible applicants to claim Comprehensive Ranking System (CRS) points for their foreign education.

3. Establishes Canadian education equivalency

The assessment helps immigration authorities understand how your Indian degree, diploma or certificate compares with the Canadian education system.

4. Supports certain provincial immigration applications

Some Provincial Nominee Programmes require applicants to provide an ECA as part of their eligibility or points assessment.

5. Helps with educational documentation

An ECA provides a standardised assessment of your foreign qualification that may also be useful when researching employment or further education opportunities.

However, an ECA does not guarantee a job, admission to a Canadian institution or permission to practise a regulated profession.

3. Who Needs an ECA for Canada PR?

Not every Canadian immigration applicant needs an ECA. The requirement depends on the immigration programme and the education being claimed.

You may need an ECA if:

  • You completed your education outside Canada.

  • You are applying as the principal applicant under the Federal Skilled Worker Program.

  • You want to claim Express Entry education points for a foreign qualification.

  • You want to claim education points for your accompanying spouse's foreign qualification.

  • Your selected Provincial Nominee Programme requires an assessment of your foreign education.

Who may not need an ECA?

You generally do not need an ECA to claim education points for a Canadian degree, diploma or certificate.

Applicants under the Canadian Experience Class do not need an ECA to meet the programme's minimum education requirements, because that programme does not have a minimum education requirement. However, an ECA may still be useful if they want to claim CRS points for foreign education.

Similarly, the Federal Skilled Trades Program does not have a general minimum education requirement, although an ECA may help candidates claim education points.

Always check the specific immigration programme before ordering an assessment.

4. Which Organisations Can Provide an ECA?

You cannot obtain an immigration ECA from just any educational consultancy or assessment company.

IRCC requires applicants to use a designated organisation or professional body.

The main designated multipurpose organisations include:

1. World Education Services (WES)

WES is a widely used credential assessment organisation. It evaluates foreign educational qualifications and provides reports for Canadian immigration purposes.

2. Comparative Education Service (CES)

CES is operated by the University of Toronto School of Continuing Studies and provides educational credential assessments.

3. International Credential Assessment Service of Canada (ICAS)

ICAS assesses international qualifications and provides Canadian equivalency reports.

4. International Qualifications Assessment Service (IQAS)

IQAS provides assessments of international educational qualifications for Canadian immigration purposes.

5. International Credential Evaluation Service (ICES)

ICES provides credential evaluation services for foreign education.

Professional bodies for specific occupations

Some professions require an assessment from a designated professional body instead of a general assessment organisation.

Examples include:

  • Architects: Canadian Architectural Certification Board (CACB).

  • Physicians: Medical Council of Canada (MCC).

  • Pharmacists: Pharmacy Examining Board of Canada (PEBC).

Applicants should check the current IRCC designated organisation list before selecting an assessment provider, particularly if they are applying under a profession-specific route.

5. What Documents Are Required for an ECA from India?

The required documents depend on your university, qualification, assessment organisation and country of education.

Indian applicants may generally need to arrange the following:

Educational documents

  • Bachelor's degree certificate.

  • Master's degree certificate, if applicable.

  • Diploma or postgraduate diploma certificate.

  • Academic transcripts or semester-wise marksheets.

  • Consolidated marksheets, where accepted.

  • Other supporting qualification documents requested by the assessment organisation.

Identity documents

  • Valid passport.

  • Name change documentation, if applicable.

  • Other identification documents requested by the provider.

Institutional documents

Some assessment organisations require educational documents to be sent directly by the awarding university or institution.

Depending on the provider's rules, this may involve:

  • Official academic transcripts.

  • Verification of degree certificates.

  • University-issued records.

  • Sealed transcripts.

  • Electronic academic records sent through an approved university channel.

Applicants should follow the exact document instructions issued by their selected assessment organisation.

Do not assume that uploading a scanned degree certificate is sufficient. Some providers require official academic records directly from the institution.

6. How to Apply for an ECA from India

The ECA application process generally involves several steps.

Step 1: Choose an IRCC-designated organisation

First, identify the organisation that can assess your qualification for Canadian immigration.

Compare its document requirements, fees, processing times and delivery options.

If you belong to a regulated profession, check whether a designated professional body must conduct your assessment.

Step 2: Create an online account

Visit the selected organisation's official website and create an account.

Enter your personal information, educational history and other requested details accurately.

Ensure that your name and qualification information match your academic records.

Step 3: Select the correct assessment purpose

Choose an assessment specifically intended for Canadian immigration.

A general academic evaluation or employment assessment may not be accepted by IRCC as an immigration ECA.

Step 4: Receive your reference number

After registering, the organisation generally provides an application or reference number.

Use this number when arranging document submission and communicating with your university.

Step 5: Request documents from your university

Contact your Indian university or awarding institution and follow the provider's instructions for sending official academic records.

Some institutions have dedicated transcript departments or online transcript request services.

Make sure that the university follows the required delivery method.

Step 6: Submit the required documents

Upload or arrange the submission of all documents requested by the assessment organisation.

Check that your documents are complete, legible and consistent.

Step 7: Wait for the assessment

The organisation reviews your documents, verifies the qualification and determines its Canadian equivalency.

Processing times vary depending on the organisation, institution and completeness of the application.

Step 8: Receive your ECA report

Once the assessment is completed, you receive an ECA report containing the result and Canadian equivalency.

Keep the report and its reference number safely because you may need them when creating your Express Entry profile and submitting your permanent residence application.

7. How Long Is an ECA Valid for Canada Immigration?

An ECA for Canadian immigration is generally valid for five years from the date of issue.

IRCC requires the assessment to be less than five years old when you:

  • Complete your Express Entry profile.

  • Submit your permanent residence application after receiving an invitation.

For example, if your ECA was issued on 10 January 2023, it would generally no longer meet the five-year validity requirement from 10 January 2028.

If your assessment is approaching its expiry date, contact the issuing organisation to check whether it can be renewed or reissued.

Do not assume that an expired ECA will remain acceptable simply because it was valid when you first started preparing your application.

8. How Does an ECA Affect Your CRS Score?

An ECA can help you claim CRS points for foreign education under Canada's Express Entry system.

The points depend on the Canadian equivalency stated in your assessment report and whether you have an accompanying spouse.

For applicants without an accompanying spouse, the main education points are:

  • Secondary school: 30 points.

  • One-year post-secondary qualification: 90 points.

  • Two-year post-secondary qualification: 98 points.

  • Bachelor's degree or a programme of three years or more: 120 points.

  • Two or more eligible post-secondary credentials, including one of at least three years: 128 points.

  • Master's degree or eligible professional degree: 135 points.

  • Doctoral degree: 150 points.

For applicants with an accompanying spouse, the corresponding points are:

  • Secondary school: 28 points.

  • One-year post-secondary qualification: 84 points.

  • Two-year post-secondary qualification: 91 points.

  • Bachelor's degree or a programme of three years or more: 112 points.

  • Two or more eligible post-secondary credentials, including one of at least three years: 119 points.

  • Master's degree or eligible professional degree: 126 points.

  • Doctoral degree: 140 points.

These are the core CRS education points. Additional points may be available through skill transferability factors when education is combined with language proficiency or qualifying Canadian work experience.

The final result depends on your full Express Entry profile.

9. Do You Need an ECA for Both Bachelor's and Master's Degrees?

Not necessarily.

In most cases, applicants only need an assessment of their highest educational qualification to claim points for their highest credential.

However, if you want to claim CRS points for having two or more post-secondary credentials, you generally need a valid ECA for each foreign credential you want to count.

For example:

If you have:

  • A three-year bachelor's degree.

  • A two-year master's degree.

You may need separate assessments for both qualifications if you want to claim points for two or more credentials.

At least one of the credentials must represent a programme of three years or longer to qualify for the relevant two-or-more-credentials category.

The order in which you completed the qualifications does not determine the points.

Always follow IRCC's instructions when entering multiple credentials in your Express Entry profile.

10. Does an ECA Guarantee That My Degree Will Be Recognised for Employment in Canada?

No. An immigration ECA and professional licensing are different processes.

An ECA assesses the equivalency of your foreign educational qualification for immigration purposes.

It does not automatically provide permission to practise a regulated profession in Canada.

For example, if you are a doctor, nurse, pharmacist, architect or another regulated professional, you may need to complete additional assessments, examinations, registration procedures or licensing requirements.

These requirements are determined by the relevant provincial or territorial regulatory authority.

Therefore, applicants planning to work in a regulated occupation should research the professional licensing process separately from their immigration ECA.

11. What Happens If Your ECA Report Shows a Lower Qualification?

Sometimes an ECA report may show a Canadian equivalency that is different from what an applicant expected.

For example, an Indian qualification may not be assessed as equivalent to the same level of qualification in Canada.

This can affect the number of CRS education points you receive.

If you believe the assessment does not accurately reflect your education, consider the following steps:

  • Review the report carefully.

  • Check whether all your academic documents were submitted.

  • Confirm that the awarding institution sent the required records.

  • Contact the assessment organisation for clarification.

  • Ask whether a review or reassessment is available.

  • Provide additional documents if requested.

Do not enter a higher educational equivalency in your Express Entry profile than the one supported by your valid assessment.

12. Common Mistakes to Avoid When Applying for an ECA

Indian applicants should avoid these common mistakes during the assessment process.

1. Choosing the wrong assessment provider

Not every educational evaluation organisation is designated by IRCC for immigration purposes.

2. Selecting the wrong assessment type

A general academic assessment may not meet immigration requirements. Select the immigration-specific service.

3. Submitting incomplete academic records

Missing transcripts, marksheets or degree certificates can delay the assessment.

4. Ignoring university document procedures

Some organisations require official documents to be sent directly by the awarding institution.

5. Assessing only one qualification when claiming multiple credentials

If you want points for two or more foreign credentials, check whether separate assessments are required.

6. Using an expired ECA

An assessment that is five or more years old does not meet IRCC's current Express Entry validity requirement.

7. Assuming an ECA guarantees Canadian PR

An ECA helps establish education equivalency. It does not guarantee an invitation or permanent residence approval.

13. Final Thoughts

An Educational Credential Assessment is an important step for many Indian applicants planning to immigrate to Canada through Express Entry or other eligible immigration programmes.

It helps establish how your foreign education compares with the Canadian education system and allows you to claim the applicable immigration points.

Before starting the process, select an IRCC-designated organisation, review its document requirements and coordinate with your university to arrange the necessary academic records.

Remember that your ECA is only one part of your immigration profile. Your age, language proficiency, work experience, occupation and other eligibility factors also influence your Canadian immigration prospects.
