New Express Entry Job Offer Requirements for 2026: What Applicants Need to Know
A valid Canadian job offer can play an important role in an Express Entry application. However, not every job offer qualifies for immigration program eligibility or additional Comprehensive Ranking System (CRS) points.
Canada has announced significant changes to how job offers are assessed under Express Entry, effective November 3, 2026. These changes will remove the Labour Market Impact Assessment (LMIA) requirement for qualifying job offers used for specified Express Entry purposes and introduce a new points structure for eligible high-wage occupations.
If you are planning to apply for Canadian permanent residence, understanding these changes can help you prepare your profile and avoid common mistakes.
What Are the New Express Entry Job Offer Requirements?
From November 3, 2026, a qualifying job offer will no longer need an LMIA to meet specified Express Entry program eligibility requirements or qualify for job offer points under the updated rules.
IRCC will continue to assess whether a job offer is genuine and whether it meets the applicable program requirements. An LMIA-free job offer does not automatically qualify for CRS points, and candidates must still satisfy the relevant immigration criteria.
The main changes include:
An LMIA will no longer be required for qualifying job offers used for specified Express Entry purposes.
Qualifying job offers in eligible high-wage occupations may receive 50, 70 or 100 CRS points.
Having an LMIA will not provide extra CRS points or give a candidate's profile priority.
Job offers may be for a new or existing position and from a new or existing employer.
Existing Express Entry profiles will be recalculated when the changes take effect.
These changes are specific to the relevant Express Entry rules. They do not remove every LMIA requirement across Canada's work permit and immigration systems.
What Is an LMIA?
A Labour Market Impact Assessment is a document issued by Employment and Social Development Canada (ESDC) that assesses an employer's need to hire a foreign worker and the potential impact on the Canadian labour market.
Under the previous Express Entry job offer rules, an LMIA was commonly required for certain job offers to qualify for program eligibility or additional CRS points, unless an exemption applied.
Under the announced changes, qualifying job offers will no longer need an LMIA for the specified Express Entry purposes from November 3, 2026.
However, employers and applicants must continue to meet all other applicable requirements. An LMIA exemption for Express Entry does not automatically authorize someone to work in Canada or remove the need for a work permit where one is required.
New CRS Points for Qualifying Job Offers
The updated Express Entry system introduces points for qualifying job offers in eligible high-wage occupations.
The announced points structure is:
100 CRS points: The occupation's median wage is at least twice the overall Canadian median wage.
70 CRS points: The occupation's median wage is at least 1.5 times but less than twice the overall Canadian median wage.
50 CRS points: The occupation's median wage is at least 1.3 times but less than 1.5 times the overall Canadian median wage.
0 points under this factor: The job does not meet the eligible high-wage occupation threshold.
The assessment is based on the median wage for the occupation under the relevant National Occupational Classification (NOC), not simply the salary an individual applicant has negotiated.
A job offer must also meet the applicable Express Entry requirements. Receiving a job offer from a Canadian employer does not guarantee additional points or an invitation to apply.
What Makes a Job Offer Valid Under Express Entry?
A job offer must satisfy the requirements of the immigration program for which the candidate is being assessed.
Depending on the circumstances, a qualifying offer generally needs to meet the following conditions:
1. Full-time employment
The job must generally be full-time, involving at least 30 hours of work per week under the applicable job offer criteria.
2. Continuous employment
For CRS job offer points under the updated high-wage factor, the offer must generally be for continuous work in Canada for at least one year after the candidate becomes a permanent resident.
3. Eligible occupation
The job offer must meet the requirements of the relevant Express Entry program. To qualify for points under the new Labour Market Integration factor, the position must be in an eligible high-wage occupation.
4. Genuine employer and job
IRCC officers will assess whether the employer is actively operating its business, whether the offer reflects reasonable employment needs, and whether the employer can meet the terms of the offer.
5. Candidate qualifications
The applicant must be qualified and able to perform the work and be likely to accept and carry out the employment.
6. Written offer and accurate details
Applicants should maintain a written job offer that clearly describes the position, duties, pay, working hours and employment conditions. Required employer, start date and occupation details should be entered accurately in the Express Entry profile.
Specific requirements may vary by program and occupation. Some positions, including certain skilled trades and physicians providing publicly funded medical services, have special provisions.
Can You Qualify Without an LMIA?
Yes, under the announced rules effective November 3, 2026, a qualifying job offer may be used for specified Express Entry eligibility and CRS points purposes without an LMIA.
However, this does not mean that every job offer will qualify.
Applicants must still meet the requirements of the relevant Express Entry program. The offer must be genuine, the employer must meet the applicable requirements, and the candidate must be qualified for the position.
A job offer may help meet the eligibility requirements for the Federal Skilled Worker Program or Federal Skilled Trades Program even if it does not qualify for high-wage CRS job offer points. Program eligibility and CRS points are assessed separately.
The change also does not mean that a job offer alone guarantees permanent residence or provides permission to work in Canada.
What Happens to Existing Express Entry Profiles?
IRCC has announced that existing Express Entry profiles will be recalculated when the changes take effect on November 3, 2026.
The recalculation may take up to two weeks. Invitation rounds will be paused during this period and will resume after the recalculation process is complete.
Candidates who want to receive points for a qualifying job offer should review their profile and ensure that the required information is included and accurate before November 3, 2026.
If you have a valid job offer without an LMIA and have not included it in your profile, review the official IRCC instructions for updating your information. The online system may temporarily continue to display fields that do not yet reflect the new rules, so follow the official instructions carefully.
How to Prepare for the New Rules
If you are already in the Express Entry pool or preparing to create a profile, consider these steps:
Review your job offer: Confirm that the written offer includes the required details about the employer, position, duties, salary and working conditions.
Check the occupation: Identify the correct NOC code and verify whether the occupation meets the requirements for the relevant program and, where applicable, the new high-wage points factor.
Update your profile: Ensure your job offer information is accurate and complete. If you are seeking points under the new rules, check the official instructions before November 3, 2026.
Review your CRS score: Use the official IRCC CRS calculator as a guide. Remember that your score may change under the new rules, and an invitation is not guaranteed.
Keep supporting documents: Retain your employment offer, employer details and other supporting records in case IRCC requests them.
Common Misunderstandings About the New Job Offer Rules
Myth 1: Every Canadian job offer will earn CRS points.
Not true. Job offer points under the new factor are limited to qualifying offers in eligible high-wage occupations. Other valid offers may still be relevant to program eligibility.
Myth 2: An LMIA-free job offer means I can work in Canada immediately.
Not true. The change relates to specified Express Entry purposes. Work authorization requirements remain a separate matter.
Myth 3: Having an LMIA will give me extra CRS points.
Under the announced rules effective November 3, 2026, having an LMIA will not provide additional CRS points or give a profile priority.
Myth 4: A job offer guarantees an invitation to apply for permanent residence.
Not true. Invitations depend on the applicable round, program criteria and CRS cut-off score.
