Canada PR for Agricultural Workers: Immigration Pathways, Eligibility and Opportunities in 2026

Canada's agriculture sector plays an important role in the country's economy, supporting crop production, livestock farming, greenhouse operations, food processing and the wider agri-food supply chain. Agricultural workers contribute to these industries through their practical skills, technical knowledge and hands-on experience.

For foreign nationals working in agriculture, Canada may offer opportunities to obtain permanent residence through suitable immigration programs. However, there is no single open federal permanent residence program specifically for all agricultural workers in 2026.

The former Agri-Food Pilot, which provided a dedicated permanent residence pathway for certain non-seasonal agricultural and food-processing workers, closed to new applications on May 14, 2025. Applicants must therefore explore other immigration options based on their occupation, qualifications, work experience, language ability and intended province of settlement.

This guide explains the potential pathways, eligibility considerations and application process for agricultural workers interested in Canadian permanent residence in 2026.

1. Can Agricultural Workers Apply for Canada PR in 2026?

Yes, some agricultural workers may qualify for Canadian permanent residence through existing immigration programs. However, eligibility depends on the nature of their occupation and the requirements of the selected pathway.

Agricultural workers may explore:

  • Provincial Nominee Programs (PNP)

  • Express Entry, where the occupation and work experience meet the applicable skilled-work requirements

  • Rural Community Immigration Pilot (RCIP), where the applicant meets the community and designated-employer requirements

  • Atlantic Immigration Program (AIP), where the applicant meets the requirements for an eligible job offer and participating employer

  • Other provincial or regional immigration options, where available

Not every farm worker qualifies for every pathway. For example, many general farm labourer positions fall under occupations that do not meet the skilled-work requirements of the three federal Express Entry programs.

2. What Happened to Canada's Agri-Food Pilot?

The Agri-Food Pilot was introduced to help address labour shortages in selected Canadian agriculture and food-processing industries. It provided a permanent residence pathway for eligible workers with qualifying Canadian work experience.

The program covered selected occupations in industries such as:

  • Meat product manufacturing

  • Greenhouse, nursery and floriculture production

  • Cattle ranching and farming

  • Hog and pig farming

  • Poultry and egg production

  • Sheep and goat farming

  • Other animal production

However, IRCC closed the Agri-Food Pilot to new applications on May 14, 2025. Applications received before the closure continue to be processed under the applicable rules.

Agricultural workers should not rely on this pilot as an available application route in 2026.

3. Alternative Canada PR Pathways for Agricultural Workers

A. Provincial Nominee Program (PNP)

The Provincial Nominee Program allows Canadian provinces and territories to nominate candidates who can contribute to their local economies and labour markets.

Some provincial streams may consider workers in agricultural, food production, livestock, farm operations or related occupations. Eligibility depends on the specific province, occupation, employer, job offer and stream requirements.

Potential steps include:

  • Identify a province with a suitable immigration stream.

  • Check whether the occupation is eligible.

  • Review the required work experience and education.

  • Obtain a qualifying job offer if the stream requires one.

  • Meet the province's language and other eligibility requirements.

  • Apply for provincial nomination.

  • Apply for permanent residence after nomination, following the relevant process.

A provincial nomination through an Express Entry-aligned stream can provide 600 additional Comprehensive Ranking System points. A nomination does not automatically guarantee permanent residence, as the applicant must still meet federal requirements.

B. Express Entry

Express Entry manages applications for three federal economic immigration programs:

  • Federal Skilled Worker Program

  • Federal Skilled Trades Program

  • Canadian Experience Class

Agricultural professionals in eligible skilled occupations may be able to explore Express Entry if they meet the requirements of one of these programs.

However, general farm labourer roles may not qualify because Express Entry generally requires eligible skilled work experience in TEER 0, 1, 2 or 3 occupations.

Applicants must check their actual job duties and National Occupational Classification (NOC) code rather than relying only on their job title.

C. Rural Community Immigration Pilot (RCIP)

The Rural Community Immigration Pilot provides a permanent residence pathway for eligible skilled workers who receive a qualifying job offer from a designated employer in a participating community.

Agricultural workers may explore this pathway if:

  • Their occupation meets the community's priority occupation requirements.

  • They receive an eligible job offer from a designated employer.

  • They meet the work experience or applicable graduate exemption.

  • They satisfy the education and language requirements.

  • They receive a community recommendation.

Agricultural employment is not automatically eligible. Applicants must check the participating community's current priority occupations and employer requirements.

D. Atlantic Immigration Program (AIP)

The Atlantic Immigration Program provides a pathway for eligible skilled workers and international graduates to obtain permanent residence and settle in an Atlantic Canadian province.

The program covers New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador.

Applicants generally need:

  • A qualifying job offer from a designated employer.

  • Relevant work experience, unless an applicable exemption applies.

  • A qualifying educational credential.

  • Required English or French language results.

  • A settlement plan and provincial endorsement.

Agricultural workers should confirm that the offered position meets the program's occupational and job-offer requirements.

4. Agricultural Occupations to Consider

Agriculture includes a wide range of occupations. The relevant NOC classification depends on the actual duties performed.

Examples include:

  • General farm workers

  • Harvesting labourers

  • Livestock labourers

  • Greenhouse workers

  • Farm machinery operators

  • Agricultural service contractors

  • Farm supervisors

  • Agricultural technicians

  • Farm managers

  • Food production and processing workers

Some occupations may be classified at different TEER levels. This distinction matters because the selected immigration pathway may require a particular skill level.

5. General Eligibility Factors

There is no single eligibility checklist that applies to every agricultural worker. Requirements depend on the immigration program.

Common factors include:

Work Experience

Applicants may need relevant paid work experience in an eligible occupation. The required duration, location and type of experience vary by program.

Education

Some pathways require a secondary school credential, post-secondary qualification or an Educational Credential Assessment (ECA) for foreign education.

Language Proficiency

Applicants may need approved English or French language test results. The minimum score depends on the selected immigration pathway and occupation.

Job Offer

Certain provincial and regional programs require a genuine job offer from an eligible Canadian employer. A job offer alone does not guarantee permanent residence.

Settlement Funds

Some applicants must demonstrate that they have sufficient funds to support themselves and accompanying family members.

Admissibility

Applicants must satisfy Canada's medical, criminality and other admissibility requirements.

6. Documents Agricultural Workers May Need

Depending on the program, applicants may be asked to provide:

  • Valid passport and identity documents

  • Updated CV or employment history

  • Employment reference letters

  • Experience certificates

  • Salary slips and supporting employment records

  • Educational certificates and transcripts

  • ECA report, if required

  • English or French language test results

  • Canadian job offer, if required

  • Provincial nomination or community recommendation, if applicable

  • Proof of settlement funds, if required

  • Police certificates and medical examination documents, when requested

Applicants should ensure that their employment documents accurately describe their duties, working hours, employment dates and remuneration.

7. Step-by-Step Process to Explore Canada PR

Step 1: Assess Your Occupation

Identify your job duties and determine the correct NOC code. Your actual responsibilities matter more than your job title.

Step 2: Review Your Work Experience

Check the duration, nature and relevance of your employment history against the requirements of potential immigration programs.

Step 3: Evaluate Your Education

Determine whether your qualifications meet the selected program's requirements and whether an ECA is necessary.

Step 4: Complete a Language Test

Take an approved English or French language test if required by your chosen pathway.

Step 5: Identify Suitable Provinces or Communities

Research provincial streams, regional pilots and designated employers that may accept your occupation.

Step 6: Secure a Qualifying Job Offer, If Required

Some pathways require an eligible Canadian job offer. Verify the employer and the conditions of employment before proceeding.

Step 7: Submit the Relevant Application

Follow the official instructions for the selected provincial or federal immigration program.

Step 8: Complete Permanent Residence Formalities

Submit the required documents and complete the relevant admissibility checks if invited or eligible to apply.
