Ontario to Introduce New Pathways to Permanent Residence - What Immigrants Should Know
Ontario has significantly redesigned its provincial immigration system in 2026, introducing the Ontario Workforce Priority Stream under the Ontario Immigrant Nominee Program (OINP).
The changes are important for foreign workers, international professionals and employers because Ontario has moved away from its previous eight-stream structure and introduced a new approach focused on workforce needs, arranged employment and program integrity.
The new stream has pathways covering TEER 0-3 and TEER 4-5 occupations for eligible workers with qualifying Ontario job offers. There is also a pathway for eligible self-employed physicians who may apply without a job offer.
What Has Changed in the OINP?
On June 25, 2026, amendments to Ontario Regulation 422/17 came into force as part of the first phase of the OINP redesign.
Ontario stated that the redesign is intended to:
Streamline pathways to permanent residence for people with arranged employment in Ontario.
Help employers retain proven talent in hard-to-fill positions.
Introduce stronger language and education requirements.
Improve program integrity.
Improve access for employers in rural and northern communities through more flexible business-revenue requirements.
The former OINP streams that were closed include the Employer Job Offer: Foreign Worker, Employer Job Offer: In-Demand Skills, Employer Job Offer: International Student, Master's Graduate, PhD Graduate, Express Entry Human Capital Priorities, Express Entry French-Speaking Skilled Worker and Express Entry Skilled Trades streams.
What Is the Ontario Workforce Priority Stream?
The new Ontario Workforce Priority Stream is designed for eligible foreign workers who have a qualifying Ontario job offer.
Ontario describes it as a pathway for skilled foreign workers with a job offer and work experience in any NOC occupation covered by the stream. Eligible self-employed physicians can also qualify without a job offer.
The process generally involves an employer initiating the employment-position approval process, followed by the candidate registering an Expression of Interest (EOI).
Candidates who receive an invitation to apply must demonstrate that they meet the requirements and support the information declared in their EOI.
When Did the New System Start?
Ontario announced the regulatory redesign in June 2026 and subsequently opened the EOI portal for the new Ontario Workforce Priority Stream on August 4, 2026.
This means prospective applicants should now assess themselves against the current Workforce Priority Stream requirements rather than relying on eligibility rules from the former OINP streams.
TEER 0-3 Pathway
The TEER 0-3 pathway is intended for skilled workers who have a full-time and permanent job offer in Ontario.
Depending on the circumstances, applicants may demonstrate work experience through:
At least six months of consecutive paid full-time experience in the job-offer position during the previous 12 months.
At least three months of consecutive paid full-time experience for eligible recent Ontario graduates.
At least two years of cumulative paid full-time experience in the relevant NOC occupation during the previous five years.
A mandatory licence or authorization where the occupation requires one.
Applicants must also meet the applicable language and education requirements.
Language Requirements for TEER 0-3
For most TEER 0-3 job offers, applicants generally need CLB 6 or higher in all four language abilities.
For specified skilled-trade occupations, the minimum can be CLB 5.
Certain eligible graduates from Ontario institutions may qualify without a language test if they hold one of the credentials specified by Ontario.
Education Requirements
Education requirements depend on the TEER category and occupation.
For TEER 0-3 positions, applicants generally need a qualifying post-secondary degree or diploma or another credential specified under the program rules.
Applicants educated outside Canada may need an Educational Credential Assessment (ECA) demonstrating Canadian equivalency. Ontario specifies that the ECA must be less than five years old when the application is submitted.
TEER 4-5 Pathway
The new system also includes a pathway for workers with job offers in TEER 4 or 5 occupations.
Applicants generally need:
A full-time and permanent Ontario job offer.
At least nine months of cumulative work experience in the job-offer position during the previous two years.
CLB 4 or higher in all four language abilities.
A Canadian secondary school diploma or equivalent.
This means the new Ontario framework is not limited only to high-skilled professional occupations.
Self-Employed Physicians
Ontario has also created a pathway for eligible self-employed physicians.
Unlike the job-offer pathways, eligible self-employed physicians may apply without an Ontario job offer.
Applicants must meet specific professional requirements, including membership in good standing with the College of Physicians and Surgeons of Ontario, an eligible certificate of registration and eligibility to bill through OHIP.
What Happens After an Ontario Nomination?
An important point for applicants is that an Ontario nomination does not itself grant Canadian permanent residence.
The OINP nominates eligible candidates, while the federal government through Immigration, Refugees and Citizenship Canada (IRCC) makes the final decision on the permanent-residence application.
If an OINP application is approved, the applicant receives the relevant nomination documentation and may then apply to IRCC for permanent residence.
Ontario states that nominated applicants must apply to IRCC within six months once they have the necessary documentation.
What About Express Entry?
For eligible TEER 0-3 applicants who are nominated through an Express Entry-linked process, the applicant must maintain a valid Express Entry profile and meet the minimum eligibility requirements of a federal Express Entry stream.
A provincial nomination and a federal permanent-residence application remain separate stages of the immigration process.
What Does This Mean for Immigrants?
The new Ontario system changes how prospective immigrants should approach provincial nomination.
Applicants should no longer rely on older information about streams that have been closed.
Instead, candidates should consider:
Whether they have an eligible Ontario job offer.
Which TEER category their occupation falls under.
Whether they meet the applicable work-experience requirement.
Whether they meet the language requirement.
Whether their education meets the applicable standard.
Whether a licence or professional authorization is required.
Whether their employer meets the program requirements.
Whether they can demonstrate an intention to live and work in Ontario.
What Does This Mean for Employers?
The changes also place an important role on Ontario employers.
For job-offer applicants, the employer must participate in the relevant employment-position approval process.
The job offer must satisfy the program requirements, including applicable wage requirements. Ontario's regulations specify that the position must generally meet the applicable median wage level for the occupation and region, with a specific exception for certain recent Ontario graduates under the TEER 0–3 category.
Employers should therefore review the current requirements before supporting an immigration application.
Rural and Northern Ontario
Ontario has also stated that the redesigned program provides more flexible business-revenue thresholds for employers located in rural communities.
The province defines a rural community for this purpose using census divisions with populations below 150,000.
This is intended to improve access for employers outside Ontario's largest urban centres.
Is This a Guaranteed Route to Permanent Residence?
No.
An applicant must meet the applicable OINP requirements, receive an invitation where required, submit a complete application and obtain a provincial nomination before proceeding to the federal permanent-residence stage.
Even after nomination, IRCC makes the final permanent-residence decision.
Applicants should therefore avoid claims that the new pathway guarantees permanent residence.
What Should Applicants Do Now?
People considering Ontario immigration should start by reviewing the current Ontario Workforce Priority Stream rather than older OINP information.
A practical preparation checklist includes:
Identify your NOC and TEER category.
Review your Ontario job offer.
Confirm your work experience.
Check your language-test requirements.
Review your educational credentials.
Obtain an ECA if required.
Confirm any professional licensing requirements.
Ensure the employer can participate in the process.
Prepare supporting documents.
Review the current OINP rules before submitting an EOI or application.
