Canada PR Without LMIA: What Has Changed?

Canada is changing how job offers are assessed under Express Entry from November 3, 2026. Under the new rules, qualifying job offers will no longer need a Labour Market Impact Assessment (LMIA) to meet specified Express Entry job offer requirements or qualify for the new CRS job offer points.

This update may simplify the process for eligible applicants seeking Canadian permanent residence. However, it does not mean that every job offer qualifies or that applicants can obtain a work permit without meeting the relevant requirements.

1. What Is an LMIA?

A Labour Market Impact Assessment (LMIA) is a document that Canadian employers generally need to obtain before hiring a foreign worker, unless an exemption applies. It assesses the potential impact of hiring a foreign worker on Canada's labour market.

Under the upcoming Express Entry changes, an LMIA will no longer be required for qualifying job offers to meet the specified Express Entry requirements or receive the new CRS job offer points.

2. What Has Changed in Canada Express Entry?

From November 3, 2026, IRCC will introduce changes to job offer requirements and CRS points.

Previously: Certain Express Entry job offers generally needed an LMIA unless an exemption applied. Express Entry stopped awarding CRS points for job offers in March 2025.

From November 3, 2026: Qualifying job offers will no longer require an LMIA for the specified Express Entry purposes. Eligible high-wage job offers may also receive 50, 70 or 100 CRS points under the new Labour Market Integration factor.

An LMIA will no longer provide additional CRS points or give a profile priority under the new rules.

3. Can You Get Canada PR Without an LMIA?

Yes, a qualifying job offer may support your Express Entry application without an LMIA under the new rules.

However, the offer must still meet the relevant requirements. IRCC will assess whether the employer is operating legitimately, can fulfil the offer's terms, follows employment and recruitment laws, and is offering a genuine position.

The applicant must also be qualified and able to perform the work.

Important: Not every job offer qualifies for additional CRS points. Program eligibility and CRS job offer points are assessed separately.

4. How Many CRS Points Can a Qualifying Job Offer Provide?

From November 3, 2026, qualifying job offers in eligible high-wage occupations may receive:

  • 100 points for occupations at the highest eligible wage tier.

  • 70 points for occupations at the middle eligible wage tier.

  • 50 points for occupations at the lower eligible wage tier.

The applicable tier depends on the occupation's median wage across Canada and its National Occupational Classification (NOC) code.

Job offers outside the eligible high-wage occupation levels will not receive points under this factor, although they may still qualify under separate program eligibility rules.

5. What Is a High-Wage Occupation?

For this Express Entry factor, an occupation is considered high-wage when its Canadian median wage meets the specified threshold compared with the overall median wage of the Canadian workforce.

IRCC groups eligible occupations into three wage levels based on NOC codes and Canadian wage data.

Candidates should check the official eligible occupation list and confirm that the job duties match the relevant NOC code. A high personal salary alone does not guarantee eligibility.

6. Does the Change Apply to All Canadian Work Permits?

No. These changes concern specified Express Entry permanent residence job offer requirements and CRS points.

They do not automatically remove LMIA requirements for every temporary work permit or every hiring situation. Separate work permit rules, exemptions and eligibility conditions may still apply.

A job offer is not the same as a work permit, and an Express Entry profile does not itself authorise someone to work in Canada.

7. What Should Existing Express Entry Applicants Do?

If you already have an Express Entry profile and want points for a qualifying job offer, IRCC says you must update your profile with the required information before November 3, 2026.

Review your employer details, job offer, start date, NOC code and employment conditions. If your offer does not have an LMIA, follow IRCC's official instructions for entering the information in the online profile.

IRCC plans to recalculate existing CRS scores when the changes take effect. This process may take up to two weeks, during which invitation rounds will be paused.

Conclusion

Canada's upcoming Express Entry changes will make an LMIA unnecessary for qualifying job offers under the specified rules from November 3, 2026. Eligible high-wage job offers may also earn additional CRS points.

However, applicants must still meet the applicable program requirements, and IRCC will continue checking that job offers are genuine. These changes do not guarantee an invitation, permanent residence or permission to work in Canada.
